Armée et Imprimeurs d'état en Algérie

Army and Government Stamp Printers in Algeria

Deux FDC reçus récemment d'Algérie (de Jijel) aujourd'hui.

Le 1er ci-dessous est composé de 3 timbres, émis en vente "1er jour" les 1 et 2 novembre 2008 (vente générale le 3 novembre), consacrés à l'armée nationale populaire (ANP) algérienne.
L'ANP, nom officiel de l'armée algérienne depuis l'indépendance en 1962 est l'héritière de l'armée de libération nationale qui a combattu l'armée française à partir de 1954.
Curieux d'avoir émis ce timbre en 2008 ? Que célèbre-t-il ? les 46 ans de la création de l'ANP ?

The firts one below is composed of three stamps, issued in anticipation on 1 and 2 November 2008 (general sale on November 3), devoted to the People's National Army (PNA) of Algeria.
The PNA, the official name of the Algerian army since independence in 1962 is the successor to the National Liberation Army which fought the French army from 1954.
I find strange to have issued this stamp in 2008 ? What does it commemorate ? the 46th Anniversary of the PNA ?

Ce timbre reproduit l'insigne officiel de l'armée algérienne (également présent à gauche sur l'enveloppe et sur l'oblitération "1er jour") ainsi que le drapeau national. Il comporte également la mention "Armée nationale populaire" en arabe au dessus de l'insigne. Je serais curieux de connaître la signification de l'autre phrase en arabe écrite en dessous de l'insigne ??
En Algérie, le président de la république est le chef des armées (comme en France) mais également ministre de la défense...
L'ANP est composée des commandements des forces terrestres, navales et aériennes.
This stamp reproduces the official insignia of the Algerian army (also depicted on the left on this cover and on the FDC cancellation) and the national flag. It also includes the words "People's National Army" in Arabic above this insignia. I would be curious to know what means the other sentence written in Arabic in the lower part on this stamp ?
In Algeria, the President of the Republic is the head of the armed forces (as in France) but also Minister of Defense...
The PNA is composed of the commanders of territorial, naval and air forces.

Le 2ème FDC ci-dessus a été émis le 5 novembre 2008 par la recette principale de Jijel et est consacré à la 12ème conférence internationale de l'association des imprimeurs d'état de timbres-poste (GPSPA en anglais) qui a eu lieu à Alger du 2 au 6 novembre 2008.
A l'initiative des États-Unis ("Bureau of engraving and printing"), cette association a été créée en 1986 afin de favoriser la communication et les échanges d'informations entre les différents imprimeurs d'état de la planète.
22 pays en font partie aujourd'hui, dont la France, la Chine, le Brésil, l'Italie, la République tchèque...et bien sûr l'Algérie, représentée par l'imprimerie de la banque d'Algérie.
Je dois avouer que pour un timbre commémorant un évènement lié au timbre, celui-ci n'a malheureusement pas un grand intérêt...couleur marron peu esthétique et un logo peu réussi créé à partir d'un globe terrestre et d'une composition avec des timbres...Quelle déception :-(
De façon inhabituelle, la poste algérienne a inclus des mentions en anglais (en français d'habitude) sur ce timbre sans doute pour rappeler le caractère international de cette conférence...Par contre, légendes en arabe et français sur l'oblitération "1er jour".
La poste algérienne fera mieux la prochaine fois !
A noter que lors de chacune de ces conférences (ont lieu tous les 2 ans), des prix sont remis dans 6 catégories (gravure, dessin, offset, combinaisons d'impressions, feuillets et impression innovante) pour lesquelles chaque pays membre peut proposer une timbre.
En 2006, la Chine, le Danemark et l'Autriche avaient été récompensés. Quel sera le palmarès pour 2008 ?
The 2nd FDC above was issued on November 5 2008 by the main post office of Jijel and is devoted to the 12th international conference of the Government Postage Stamp Printers Association (GPSPA) held in Algiers from 2 to 6 November 2008.
At the initiative of the United States ("Bureau of Engraving and Printing"), this association was founded in 1986 to facilitate the communication and exchange of informations between the different government printers of the world.
22 countries are members of this association today, including France, China, Brazil, Italy, the Czech Republic...and of course Algeria, represented by the Algerian Bank Printing.
I've to confess that for a stamp commemorating an stamp-linked event, this one has unfortunately not a great interest...a not really attractive brown color and an unsuccessful logo created from a globe and a composition with stamps...What a disappointment :-(
So unusual, the Algerian Post has included words in English (usually in French) on this stamp maybe to remind the international character of this conference... But you can read mentions in Arabic and French on the FDC cancellation.
Algeria will certainely do better for the next time !
Note that at each of those conferences (held every two years), some stamps Awards are presented in six categories (intaglio, gravure, offset, combination, multiple issues and innovative) in which each member country may enter a stamp.
In 2006, China, Denmark and Austria had been awarded. Who will be the winners for 2008 ?

sur la FDC de l'émission consacrée à l'ANP, l'inscription en arabe en bas de l'illustration veut dire: 1er jour d'émission, as simple as that.
